This month, the Government has published their ‘Good Work’ plan, in response to the recommendations.
The government have agreed with the following recommendations:
- There should be more effort to align the employment status framework with the tax status framework, so there are less differences between the two;
- There should be a clearer outline of the Employment Status tests;
- Individuals and employers should have online access to check employment status;
- Individuals who are not employees but who are eligible for workers rights should be called ‘Dependant Contractors’.
The government has disagreed with the following recommendations:
- Implementing a ‘worker by default’ model for companies above a certain size. The government say that ‘clarifying status and rights along with actions to make redress easier and faster should help address the concerns underlying this recommendation.’;
Revisiting the disparity in National Insurance Contributions between the employed an self-employed.
